The ‘OSCE Code of Conduct on Politico-Military Aspects of Security’ was adopted in 1994. It is a politically binding instrument. It calls for the democratic control not only of the military but also other security forces including paramilitary, police and intelligence services. It considers democratic control of the security sector to be an essential element for stability and security. The Code recognises the need to enhance security co-operation, confirms its adherence to the purposes and principles of the UN Charter and other provisions of international law, and reaffirms the undiminished validity of the guiding principles and common values of the Helsinki Final Act, the Charter of Paris, and the Helsinki Document of 1992.
